Portland was the first permanent white settlement in Victoria and was founded on pastoral and maritime based industries. Today the rural city is reliant upon industries associated with its deep water port, fishing, agriculture, forestry and aluminium smelter. Cultural and environmental tourism are growth industries for the community and Portland was the first rural community to employ a community arts officer in 1974.
